Establishment of an Interoperability Framework for the Standardization of Spatial Acts and Other General Legal Acts on Legal Regimes of Space in the Processes of Their Preparation, Exchange, Adoption, Official Publication and Use (ePA)

The material addresses the analysis of the current state of adoption and publication of spatial acts and the search for advanced technological solutions for establishing a framework for the standardization of spatial acts. The current problem is the adoption and publication of such acts, as the textual and graphic parts are sometimes inconsistent. They sometimes compete with each other, meaning that the graphic parts of the acts do not always fully display the details of the textual part. The goal of the project is therefore to establish guidelines for the preparation, exchange, adoption, official publication and use of spatial acts. The main purpose of the work is to create a user-friendly system for faster and easier access to information. Various forms of spatial acts are accessed by many different spatial planners, investors, municipalities, the public, etc. To improve the system, a case study was prepared for the preparation of a national spatial plan. Key phases of act preparation and the issues of involving all stakeholders were presented. This facilitates the preparation of guidelines, standards, services and legal bases for the digital transformation of the preparation and use of spatial acts, making processes more transparent and efficient.
